Appendix G - About the Authors
El Dorado County Community Wildfire Protection Plan Working Team
GENE MURPHY, CHAIR - Had a 31 year career in the U. S. Forest Service involving
all phases of forest land resource management and protection, which included assignments as a Forest
Fire Management Officer, Forest Supervisor and Incident Commander on a National Incident Command
Team. Currently a principal in California Fire Safe Consultants, has prepared wildland fire protection
plans for over 100 developments in El Dorado County which include 34 major subdivisions. Is a
California Registered Professional Forester.
DOUG LIESZ - A California Registered Professional Forester has 20 years of Sierra
Nevada forestry and fire safe consulting work following a 32 year career with the U. S. Forest Service -
a total of '52 years of professional experience in forest protection, management and policy. His
Forest Service career includes line and staff positions at every level, Forest Supervisor of the
Eldorado National Forest and Regional Forester for California. At retirement was serving as Associate
Chief. A principal in California Fire Safe Consultants, he has been involved in the preparation of
more than 100 Fire Safe Plans in El Dorado County.
DICK HARRELL - A 35 year career in the U. S. Forest Service which began as a seasonal
firefighter and, at retirement, Regional Fire Management Specialist providing technical fire management
support to California's 17 National Forests. He has developed curricula and instructed courses all
phases of fire protection including wildland/ urban intermix fire safety. His firm, Wildland Fire
Services, founded after retirement, provides training and consultant services in fire behavior, fire
effects, wildland fire protection, fire defense planning and wildland fuels management. A California
Registered Professional Forester, he has developed Fire Safe Plans for developments throughout the state
including over 50 in El Dorado County.
LEN NEWELL - Once again a U. S. Forest Service veteran of 36 years but with a
significantly varied background. From the hardwood forests of the eastern states and Michigan area
to Pacific Islands Forester responsible for program leadership in Hawaii, Guam, the Marianas, Paleau
and Micronesia, where he developed programs to provide training and leadership skills resulting in
programs to develop fire safe programs for the islands. Served as the Director of the Fire Training
facility of the Forest Service at the National training facility at McClellan AFB. Currently is
chairman of the Mosquito Fire Safe Council and board member of the El Dorado County Fire Safe Council.
CHRIS WATERS - Batallion Chief, California Department of Forestry and Fire Protection,
currently Vegetation Management Coordinator for the Amador El Dorado Ranger Unit.
JENNIFER BOYD--currently the Forest Fuels Specialist for the Eldorado National Forest.
Since 1979 she worked in various fire prevention, fire suppression, and fuels management positions on
the forest.
JOSE CRUMMETT--GIS Manager for the El Dorado County Land Management Information
System, which is a part of the office of the County Surveyor, Daniel S. Russell. The maps provided
through-out the development of this CWPP and various other fire safe planning efforts, were produced
by Frank Bruyn and Linda Wright, GIS Analysts II in the GIS group.
The above have provided written and oral input to the El Dorado County Planning
Commission in the development of the El Dorado County General Plan.
