GRIZZLY FLATS FIRE SAFE COUNCIL
MINUTES OF MEETING
APRIL 14, 2007

 
  1. CALL TO ORDER
    The meeting was called to order by Acting Chairperson Norma Dawdy at 10:05 a.m. in the Lodge of the Grizzly Flats Community Church.
  2. FLAG SALUTE
    Acting Chairperson Dawdy led the flag salute.
  3. APPROVAL OF AGENDA
    Acting Chairperson asked for any amendments to the agenda. There being none, Mark Almer moved the Agenda be approved as presented, and Dennis Henderson seconded the motion.
  4. PUBLIC COMMENTS
    Lynn Shetley read a statement for GFORCE. Bingo will be next Friday, April 20th, at 5:30 p.m. at Grizzly Pines School. There will be a Parade and Community Party on July 4th. Line up for the parade is at 10:30 a.m. with the parade starting at 11:00 a.m. The theme is "Support Our Troops". A community potluck party will follow the parade. Founder's Day is being planned for September 22nd. The school is collecting box tops.
  5. MINUTES OF THE MARCH 3, 2007 MEETING
    Moved by Mark Almer and seconded by Judie Irwin to approve as presented.
  6. FINANCE
    Terry Henderson was not in attendance at this time.
  7. OLD BUSINESS
    Demonstration Lots - Walt Tyler and Bob Krieg have finished the demonstration lot. Walt and Norma Dawdy will put up the signs on both lots on Sunday, April 15th. Dennis Henderson will help.
  8. NEW BUSINESS:
    1. Evacuation Committee Report - Norma Dawdy advised the mailing packet to each landowner is at the printer. April 30th is the projected date for the mailing.
    2. Demonstration Lots Signage -See Old Business above.
    3. BBQ Fundraiser - Norma Dawdy passed around a sign-up sheet for Council members to volunteer for various duties. The BBQ is scheduled to take place on August 11th.
  9. COMMITTEE REPORTS
    1. NEWSLETTER
      Terry Henderson requested articles for the May Newsletter. Sandi Bush is writing one about the evacuation route mailing to landowners. Katrina Rasbold will be requested to submit an article on GFORCE activities and a notice will be included concerning the need to have reflective house number signs posted at the road.
    2. MONTHLY EDCFSC REPORT
      Walt Tyler explained there was no meeting last month due to a conference. He reported that there is $48,500 allotted for a ground work program for senior citizens. This money should be available in 4-6 weeks. The chipper program is up and running and you can sign up online. Green waste dumpsters are available to communities and Forestry will look into the possibility of having the dumpsters kept near the Forestry Center.
    3. EDCFSC LIAISON
      No report was submitted as Rich Englefield is on vacation.
    4. UNIT VOLUNTEER COORDINATOR
      Mark Almer advised that the cover letter in the packets had been updated and packets are available.
    5. COMMUNITY INFORMATION
      Kathie Hawkins requested a change in assignment and it was suggested that Eric Rasbold be contacted for this committee.
    6. DEFENSIBLE SPACE
      Judie Irwin has taken over this position and reported that she had attended a workshop last month on Wildland/Urban Interface. Judie is anxious to have the Grizzly Flats CERT trained as Defensible Space Advisors so that more hours can be available.
    7. CERT
      Liz Lawless has been injured in a fall. We all wish Liz a speedy recovery. Lynn Shetley reported that CERT is working with Chief Signor to have the team operational. Phill Dayton has been working with the Chief to establish the communication system that CERT will use.
    8. TRESTLE TRAIL
      Dennis Henderson announced the annual clean up day on the trail is Saturday, May 19th at 9:00 a.m. Anyone available to help should meet at the trailhead with weed eaters and rakes.
  10. BOARD COMMENTS/ COUNCIL MEMBER COMMENTS
    Walt Tyler recommended that a committee be formed to help community members who cannot fire-safe their own properties. He is thinking about members of the Fire Safe Council, CERT and GFORCE. The committee would identify community needs and establish priorities for getting the work done. The idea of this committee is to be self-sufficient and "take care of our own" within the community. The committee hopes to expand to include a food pantry for those in need. Anyone interested, please contact Walt Tyler at 626-0668. Walt also announced that there will be a meeting in May to get this year's Burger Nights organized. Walt is requesting help with this endeavor, particularly from younger residents. GFORCE has offered their help. Mark Almer reinforced to the Council how important it is that as many residents as possible attend the Pioneer Fire Protection District Board of Directors Meeting, as there is currently no one who represents the concerns of Grizzly Flats. He further voiced his concerns about the stop signs in front of the post office. Suggestions to the problem were filming the offenders, getting a description of the driver, car and license number and reporting it to CHP to painting a crosswalk on the roadway.
  11. AGENCY REPRESENTATION
    1. USFS - Don Jensen has been promoted to a position in Sequoia. Patrick Kane reported he too would soon be leaving to take a position in Forestry Air Attack at Battle Mountain. Patrick talked about a recent conference he had attended on fire prevention. He noted that home construction regulations have recently been changed to include eaves and decks.
    2. CAL FIRE - No representation
    3. SHERIFF -No representation.
    4. 2nd DISTRICT SUPERVISOR - No representation.
    5. DOT - Don Spear was unable to attend.
    6. PFPD - Chief Signor reinforced the importance for Grizzly Flats to be prepared to take action on our needs. Fire protection for Grizzly Flats is an integrated system with Forestry. It is important that residents attend the Pioneer Fire Protection District board meetings so that our needs are heard. He also advised that the application has gone in and the processing fee has been paid for the Joint Use Facility. The final report will not come until August. He reported that uniform shirts have been ordered for the CERT Medical First Responders. The First Responders will have pagers to alert them to medical needs in our community.
    7. GFCSD - Rich Englefield was on vacation.
  12. COMMUNITY ANNOUNCEMENTS
    Walt Tyler announced that Sandra Rennert, Administrative Assistant at Station 38, is starting work to organize a Fire Safe Council and CERT in the Fair Play area. The Sand Ridge/Outtingdale area has gathered their Fire Safe Council, but a need still exists for the area between Somerset and Grizzly Flats.
