MINUTES OF MEETING
JULY 7, 2007

 
  1. CALL TO ORDER
    The meeting was called to order by Chairperson Mark Almer at 10:00 a.m. in the Lodge of the Grizzly Flats Community Church.
  2. FLAG SALUTE
    Chairperson Almer led the flag salute.
  3. APPROVAL OF AGENDA
    Chairperson asked for any amendments to the agenda. There being none, Lee Loney moved the Agenda be approved as presented, and Dennis Henderson seconded the motion.
  4. PUBLIC COMMENTS
    Judie Irwin drew attention to a Tahoe/Angora Fire Relief Fund Spaghetti Dinner to be held on Friday, July 13th at the El Dorado County Fairgrounds. One Hundred percent of the donations are to be distributed directly to those affected by the Angora Fire. Walt Tyler advised that Burger Night's recognition of Chief Bob Signor was a huge success. He further reminded the Council of Tuesday, July 10th, Pioneer Board meeting to be held at Station 35 in Grizzly. Dan Lauther commented on the 4th of July Parade, but felt it needed to be promoted more within the community.
  5. MINUTES OF THE JUNE 2, 2007 MEETING
    Moved by Lee Loney and seconded by Mel Kelley to approve as presented.
  6. FINANCE
    Chairman Almer advised that a current financial report would be presented next month.
  7. OLD BUSINESS
    1. Evacuation Committee Report - Marylou Brown reported that 256 responses had been returned. Included in this total were only 6 "NO" responses, for a 48% return response. Maps of the various routes were located around the room and she explained that those lots with a blue dot indicated a positive response, a red dot a negative response, and if the lot had no dot, the property owner had not responded to the Agreement. Barry Callenberger has been notified of all the positive responses (by APN) so as to aid the contractors who bid on this project. There was a meeting of contractors on June 13th, with bids due by July 2nd. Mark Almer said that Vicki Yorty had called just before the meeting to advise that she had received two RFP responses - one from Mountain Enterprises and one from Firestop. She anticipated an August 1st start date, depending on weather. Rich Englefield advised that the Forest Service would be doing the work on the 40 acre parcel they own.
    2. BBQ Fundraiser Update - Norma Dawdy advised that approximately 140 tickets had been sold and asked those persons with money to see her after the meeting. Burger Nights have given the Fire Safe Council and the BBQ great exposure.
    3. Abandoned Vehicles - Mark Almer reported that it had taken several calls to the Sheriff's Office, but several vehicles located on Capps Crossing just beyond Trestle Trail and elsewhere within our watershed had been removed Friday. He will contact the SO again and advise of additional vehicles which he was unaware of and request their tagging and removal.
  8. NEW BUSINESS:
    1. Clean-up Day - Lynn Shetley advised that the Community Clean-up Day was Saturday, September 15th
  9. COMMITTEE REPORTS
    1. NEWSLETTER
      Terry Henderson reported that Katrina and Eric Rasbold had agreed to take over the newsletter function. She requested all who had articles, etc. to e-mail Eric or Katrina with their articles - the next newsletter is scheduled for September 1st.
    2. MONTHLY EDCFSC REPORT
      Walt Tyler reported that several new people were added to the Executive Board at the last meeting. Rich Englefield is the current Chair. Vicki Yorty is examining the current Bylaws, specifically with regard to some changes in terms. The area behind the barracks on Forest Service property was discussed as a possible site for a green waste dumpster. There is ample money from Air Management in the dumpster fund. Rescue has been having great success - with two a week.
    3. EDCFSC LIAISON
      None.
    4. UNIT VOLUNTEER COORDINATOR
      UNIT VOLUNTEER COORDINATOR - Mark Almer advised that he still needs Unit Leaders for Unit #6 and combined Units 1 and 5. He has assembled 50 more packets. Bronte Lukanish has requested ten to be given to new residents.
    5. COMMUNITY INFORMATION
      Eric Rasbold advised that the Fourth of July parade was a raging success. It was a wonderful event with great community spirit. The last Wednesday night Bingo is July 18th at the school at 5:30. The bake sale and book sale at Burger Night also benefit the Grizzly Pines School. Founders' Day (September 22nd) is looking for leads on a bounce house. There will be a raffle and silent auction.
    6. DEFENSIBLE SPACE
      Judie Irwin reported that visits to Unit 2 were almost completed, and then the advisors would move to Unit 4. She passed around a schedule of the units visited, the number advised, total not at home and the number of properties red flagged. She anticipates continuing the schedule of visits two days a week, accompanied by Engine 38 and staff from Pioneer. Eric Rasbold expressed concerns from citizens who felt that the inspections of their property were too forceful. Discussion followed concerning this impression, and it was stated that the advisors would remove themselves from the property if any resistance was shown.
    7. CERT
      Lynn Shetley reported that CERT is actively responding with Pioneer Fire on calls. She further reported that child ID cards, with photos and fingerprints, were made at the 4th of July Parade and discussion followed concerning the need to do the same type of ID card for certain elderly. She confirmed the Community Clean-up day is September 15th.
  10. BOARD COMMENTS/ COUNCIL MEMBER COMMENTS
    Mark Almer commented on the timing of the recent Tahoe Angora Fire and how we should utilize this opportunity to keep the momentum going. Phill Dayton mentioned that one of the differences between the Angora fire and one here in Grizzly is that in the Tahoe area there were multiple routes in and out of the fire zone. Mark commended KCRA's website as being excellent with regard to information on taking a home inventory and advising residents to be sure they have adequate coverage on their homes. Mark will download the home inventory form and have it available at Burger Night. Lastly, he recommended that everyone have a three-tiered evacuation list - depending on the time limits property owners are given for evacuating. Walt Tyler commented that the recent Coloma fire burned no houses because of their defensible space preparations. Walt also mentioned the recent EDCFSC meeting and its look at biomass. He said that it is an extremely expensive process, even with portable units, and that some materials cannot be utilized. Don Cherry advised that we now have a complete set of topographic maps (courtesy of Rich Englefield) and that the set of three maps sells for $25. Lynn Shetley said that donations were being accepted at Burger Night for "The Million who Dare to Care" challenge sponsored by the California Fire Safe Council. Donations will be used for statewide pre-fire programs. It was also mentioned that Raley's was matching any donation, up to $100,000, for the Tahoe Relief Fun.
  11. AGENCY REPRESENTATION

    3. SHERIFF -No representation.
    4. 2nd DISTRICT SUPERVISOR - No representation.
    5. DOT - Don Spear reported that the Steely Creek bridge sign was in traffic advisory committee and most probably would be denied. He is working on improving the sight distance at the bottom of Logan's Grade. Mark Almer asked for the status of a sloughing off of the pavement on String Canyon before Eagle Hill and Don said it would be patched before winter. Discussion followed concerning the graffiti which was spray painted on the highway surface just before Logan's Grade. Mark Almer witnessed the spraying and reported it to Don, who reported that it was covered up shortly thereafter by the traffic crew.
    6. PFPD - Gretchen Fretter, Chairperson of the Pioneer Fire Protection District Board of Directors, reported that the recent fire of 80 acres off Union Mine was extinguished quickly. She further reported that at the next board meeting on Tuesday, July 10th, the name of the new Fire Chief would be announced. Mark Almer commented that the new Chief's name had already been made public by posting by Director Boucke and she confirmed that the new Chief was Robert Gill from Calaveras County. She said that, although not a requirement, he was seeking a residence within the District and she anticipated his starting work the middle of July.
    7. GFCSD - Rich Englefield reported that the CSD had passed its budget at the meeting on June 19th. He further announced that Craig Norman had resigned his seat on the board at the last meeting and that as of July 11th, Lisa would be leaving and as of July 14th, Joan would be leaving. Jackie Smelser would be taking the lead in the office in the interim. Bob Hovland has accepted the position of General Manager.
  12. COMMUNITY ANNOUNCEMENTS
    Walt Tyler reminded the Council of the Pioneer Board Meeting at Station 35 next Tuesday, July 10th. He commended his apprentice crew of chefs at Burger Night and said that a Spaghetti Feed would be coming soon. Mark Almer put forth Bill Roloson as a nominee for a vacant position on the Council. Walt Tyler motioned and Dennis Henderson seconded this nomination - motion carried.
