Meeting Minutes of May 2, 2009

- Call to Order
The Grizzly Flats Fire Safe Council Regular Meeting of May 2, 2009 was called to order by
Chairperson Mark Almer at 9:03 a.m. at the Grizzly Flats Fire Station #35. Guests were welcomed
and asked to introduce themselves.

- Agenda Approval
Chairperson Mark Almer requested an Agenda amendment to place a Power Point Presentation after
item #13. Dennis Henderson moved and Mary Lou Brown seconded that the Agenda be approved
as amended. Motion carried.
- Minutes of the April 4, 2009 Regular Council Meeting
Kathy Melvin moved, and Dennis Henderson seconded that the Minutes of the April 4, 2009 Regular
Council Meeting be approved as revised. Motion carried.
- Treasurer's Report
Treasurer Kathy Melvin reported that funds on deposit as of May 1, 2009 totaled $10,291.07
- Public Comments
There were no public comments.
- Council Member Comments
- Mark Almer reported he'd spoken with Dan Lauther and learned Dan wished to remain on the
Council. Mark reported approving an extension of Dan's leave of absence until July when it would
be reviewed.
- Kathie Hawkins requested the Council Members to turn in their time sheets.
- Old Business
- Fire Hazard Severity Sign - Mark Almer reported the Fire Hazard Severity Signs were shipped
on Friday last and they are due to arrive in a week. A work date to install the signs was set for
May 17, 2009. The work crew will meet and start with the Forest Service property sign at 10:00
a.m.
- Trestle Trail Cleanup - Dennis Henderson reported the cleanup would take place on Sunday, May
31, 2009 and participants will meet at 8:00 a.m. at the intersection of Capp's Crossing Road and
the dirt road leading to the Trestle Trail.
- GF-5 Committee Report - In Norma Dawdy's absence, Mark Almer reported that 6 of the 20 GF-
5 Agreements have been returned, including one from a property owner not wishing to participate.
One mailing was returned by the Post Office and stamped "no mail receptacle - unable to
forward". Further, Mark reported the GF-6 and GF-7 Shaded Fuel Breaks have been funded.
- New Business
There was no New Business
- Agency Representation
- USFS -No representation.
- Cal Fire - No representation.
- Sheriff - Sheriff's Deputy Lance Bryant introduced himself and informed the Council that he was
the Community's new beat deputy on the weekends. He described the area of his beat and said
he would be in the Community as often as possible. Deputy Bryant said drug crimes are up, but
the Sheriff's Office (S.O.) is working to slow it down, acknowledging that it will be impossible to
stop. The S.O. is always interested in input from the public about homes with unusual traffic, i.e.,
suspicious people and cars that come and go. Deputy Bryant said the County Budget issues are
affecting the S.O., but there have been no cuts as of this time.
- 2nd District Supervisor - Supervisor Ray Nutting reported:
- The County Board of Supervisors has been trying to make Budget saving cuts without affecting
the current staffing, i.e., the lack of Deputy cuts in the S.O. is due to 7 current vacancies at the
S.O. not being filled.
- The County's General Plan is currently being evaluated. Keep an eye out for changes.
- DOT - County Highway Superintendent Don Spear reported:
- The Dept. of Transportation has been working on the dirt roads in the area.
- At this time, there is nothing new to report for the Logan's Grade and the Grizzly Flats/String
Canyon Roads intersection.
- PFPD - Chief Gill gave his monthly report, a copy is attached at the end of these minutes. The
Chief also reported:
- A correction to the information provided to the Council at its April 4, 2009 meeting: If County
Parity Funding to the PFPD does not materialize, the PFPD staff will go to a half time schedule,
but not reduce its coverage to the District.
- The Chief discussed possible actions the County Board of Supervisors could take on the Parity
Funding matter now being considered.
- GFCSD - CSD Director Rich Englefield reported:
- Very little water was coming into the District's system. Stage 1 District drought conditions are
likely for this summer.
- Rich discussed the District's obligation to provide water to the community, including the 600
vacant lots when they become developed.
- Committee Reports
- Newsletter - Terry Henderson reported that all have received newsletters.
- Monthly EDCFSC Report - EDCFSC Director Walt Tyler deferred to Rich Englefield, who reported
the EDCFSC is managing $213,000. of Title 3 money, most of which is to go to Pollock Pines area.
- Unit Volunteer Coordinator - No report.
- 2009 Fund Raiser Committee - Mary Lou Brown reported tickets will be provided to the Council
Members, for their sale to the public, at the next Council meeting.
- Defensible Space - Judie Irwin reported:
- Evaluations have been done on the properties of several senior citizens.
- If funding to the volunteers disappears, some of the volunteers will not be available to do
evaluations.
- 15 properties remain to be evaluated in Section 1.
- A new handout is now available from the EDCFSC.
- CERT - Liz Lawless reported that the recent training by Chief Gill was excellent.
- Community Announcements
- Walt Tyler reported that Burger Nights would start in June and extend through August. Walt said
the next food related event was Coloma Days for the El Dorado Office of Education and the
Special Needs Students of the West Slope.
- Lynn Shetley reported that:
- The Founder's day celebration will take place on June 7th at Station 35.
- The National Letter Carriers Food Drive will be on Saturday May 9, 2009. Community residents
can participate by leaving nonperishable food items at the Post Office. The Postmistress will
report the volume total to the Post Office and then the food will be given to the Grizzly Flats
Drive Thru Food Pantry. Thank you to Leoni Meadows for their contributions to the Food Pantry.
- Craig Heinrich announced that there will be a 15K Walk/Run at Leoni Meadows on July 5.
- Don Cherry requested action be taken on Clean Up of areas around Grizzly Flats. Volunteers are
needed.
- Power Point Presentation by CALSTAR
- CALSTAR's Sonja Vargas, Community Service Coordinator provided an extremely informative
presentation about who CALSTAR (California Shock Trauma Air Rescue) is and what kind of
services they provide to the Public. Following the adjournment of the meeting, the plan was for
the Council to experience a CALSTAR helicopter fly-in (landing). The fly-in was to take place in
Leoni Meadows Camp. Due to low cloud cover, the fly-in was postponed to the next Council
meeting (June 6, 2009).
