Meeting Minutes of September 12, 2009
Grizzly Flats Fire Station #35, Grizzly Flats, California
- Call to Order
The Grizzly Flats Fire Safe Council Regular Meeting of September 12, 2009, was called to order by First Vice
Chairperson Dennis Henderson at 9:00 a.m. at the Grizzly Flats Fire Station #35. Guests were welcomed and
asked to introduce themselves.
- Flag Salute
County Supervisor Ray Nutting led the flag salute.

- Agenda Approval
Vice Chairperson Dennis Henderson asked for any amendments to the Agenda. There being none, Walt Tyler
moved, and Norma Dawdy seconded that the Agenda be approved as presented. The motion carried.
- Minutes of the August 1, 2009, Regular Council Meeting
Mel Kelley moved, and Kathy Criel seconded the 5th bullet point of item 11G be deleted. Motion carried. Norma
Dawdy moved and John Rogers seconded the Minutes of the August 1, 2009, Regular Council Meeting be
approved as amended. The Motion carried.
- Treasurer's Report
Treasurer Kathy Melvin reported that funds on deposit as of September 11, 2009, totaled $14,059.37. Treasurer
Melvin further reported that the 2009 BBQ income totaled $5,967.97. This total is a revised total after all the BBQ
income and expenses were posted.
- Public Comments
There were no public comments.
- Council Member Comments
- 2009 BBQ Committee Chairperson Marylou Brown reported that the committee had prepared a "corporate
memory" binder of information from the last 3 fund raisers regarding putting on the Annual Fire Safe Council
Fund Raiser, and indicated the Binder will be available to next year's Chairperson and Committee.
- Kathie Hawkins requested that all those property owners that have "Adopted a Fire Hydrant" keep track of
their time in cleaning and maintaining the area around the hydrant and submit that time to her for the Fire
Safe Council's accounting.
- Norma Dawdy reported that the Post Office Bulletin Board had been updated and looked very nice. Walt
Tyler let the Council know that he and Steve Bishop were responsible for the modifications and discussed
it's monthly upkeep.
- Judy Irwin reported that she had photos of some of this year's Friday Hamburger Night attendees, and said
they were available.
- Walt Tyler reported the 2009 Summer Burger Nights had received many very positive comments, including
the multiple information tables and displays.
- Walt Tyler reported the Annual Halloween Community Event is ready to go. Following a discussion about
the event date, Walt reported that the date would be announced at the October 3rd Fire safe Council Meeting.
- Old Business
- GF-4, GF-5, GF-6, & GF-7 Committee Report - Norma Dawdy reported the 2nd request for the GF-5 property
owner approval signatures is now out to the remaining uncommitted property owners. Norma reported that
while the GF-6 and GF-7 project have been approved, the funds have not been received at the County Fire
Safe Council office as yet and therefore the advertising for these projects are on hold until the funds are
received.
- Grizzly Flat Road Cemetery Fuel Reduction / Cleanup - Cleanup Project Coordinator Kathy Criel reported
the Cemetery Cleanup has been scheduled for Saturday October 31, 2009 (Halloween day), starting at 8:00
a.m. A sign up form was passed around for council members to acknowledge their participation in the
Cleanup. A short discussion addressed the disposal of the materials collected from the Community
Cemetery site.
- Seasonal Signs - Dennis Henderson reported that the art work for the new seasonal signs has been
completed. Only the fire severity sign at Somerset will be modified with the new seasonal signage.
- New Grizzly Flats Helipad - Due to Rich Englefield's absence, this item was rescheduled to the October 3,
2009, meeting.
- New Business
There was no new Business.
- Agency Representation
- USFS - No representation.
- Cal Fire - No representation.
- Sheriff - No representation.
- 2nd District Supervisor - Supervisor Ray Nutting reported:
- The County Budget Hearings are taking place at this time. The Budget discussions include Augmentation
Funds.
- The Department of Transportation is in good shape.
- Following the recent fires in California, he authored a communication to Senator Diane Feinstein to have
California declared in a State of an Emergency, and has communicated with some of the Southern
California officials regarding their assistance with the declaration.
- Update on a meeting with AT&T and the recent power outage in Grizzly Flats that disabled the phone
system in the community.
- DOT - No representation.
- PFPD - In Chief Gill's absence, Justin Andrews provided the Fire Chief's report. A copy of the Chief's report
is attached to these Minutes.
Discussion: Walt Tyler reported recent Fire District participation in "out of District" fire suppression will
produce $100,000. (+/-) of revenue to the District, and if equipment is damaged due to involvement in an out
of District fire, the cost of repairs will be covered by the State of California. Judy Irwin reported that 3 of the
District fire fighters participated in the 911 Commemorative "stairway climb" in Sacramento, recognizing the
New York Fire Department and their efforts in the "911" disaster.
- GFCSD - CSD Director Mel Kelley reported on the following subjects:
- Carlson Engineering is starting their preliminary Engineering Report for a USDA Grant application.
- Carlson Engineering and H20 Group are doing a "Walk-Through" of the District in order become
familiar with the District's facilities.
- Carlson Engineering and H20 Group will be at the next Board Meeting with input on their respective
projects.
- Work on the Grizzly Pond site has been approved by the State of California Fish and Game
Department. The work will be done by volunteers.
- Committee Reports
- Newsletter - Terry Henderson reported there will be a Newsletter in next month's water bills. Terry
requested that anyone with an article to be included in the Newsletter needs to submit the article to her before
September 19, 2009.
- Monthly EDCFSC Report - No report.
- Unit Volunteer Coordinator - No report.
- Defensible Space - Judie Irwin reported Insurance Companies are accepting Defensible Space Reports as
acknowledgments of the condition of properties.
- CERT - Lynn Shetley reported the next CERT meeting will be at Fire Station 35, September 14, 2009, at 7:00
p.m. Dennis Henderson reported CERT is co-sponsoring the Grizzly Flats Cleanup with the Grizzly Flats Fire
Safe Council.
- Community Announcements
- Lynn Shetley discussed the Cleanup coordination of this year's cleanup program.
- Lynn Shetley discussed the Food Pantry and said they are assisting 11 families in Grizzly Flats.
- Lynn Shetley discussed the Adopt-A-Fire Hydrant program and reported 46 of the community fire hydrants
have maintenance sponsors.
- Walt Tyler reported:
- More than 2,000 people attended the 2009 Summer Burger Nights during July, August and September,
establishing Fire Station #35 as the most well used Fire District facility.
- 125 free meals were provided to uniformed Fire District personnel.
- Burger Night meal fees exceeding the cost of the meals are being distributed to the Grizzly Pines School,
the Grizzly Flats Food Pantry, and the Fire District (for the use of the Fire Station).
