Ken Hasse called the meeting to order at 9:00 AM and reminded attendees to sign the attendance sheet.


Announcements:

  • If one sees smoke - call 911 first, then the phone tree- time is of the essence. A pine tree fell on a PG&E power line and caused the recent Neilsen Ranch Fire. A suggestion has been made that the Logtown residents have a potluck, barbecue or other function in order to celebrate the 1st anniversary of the Logtown FSC and get to know each other. Let your Neighborhood Coordinator know of any ideas you may have.
     
  • EDCFSC (El Dorado County Fire Safe Council) Update - Vicki Yorty
    Biomas - TSF consultant has been awarded a $30,000 contract to do a feasibility study in regard to the building of a co-generation facility in El Dorado County. The city of Lincoln has such a facility. The Forest Service will determine the amount of fuel they will have available along with the El Dorado Disposal which now ships its green waste out of the county.


General Discussions:

  • Weed Abatement – Effective January 1, 2008 new state requirements will go into effect for new construction and will address such items as decking materials and roofing standards. The EDCFSC will work with county officials to develop a weed abatement ordinance that will be applicable to unimproved as well as improved lots. A better term may be “Fire Safety” rather than “Weed Abatement.”
     
    The Annual Strategic Planning Meeting for the EDCFS Council will be held soon.
     
    $26,000 has been spent on green waste dumpsters.
     
    Stan Farrelle with the Diamond Springs, El Dorado FPD is receiving complaints regarding lack of defensible space and is inspecting lots and sending letters to property owners. He has received good cooperation. A weed abatement ordinance is needed in El Dorado County. Ken Hasse has forms to be filled out if someone has an issue with a neighbor’s lot. Members of the Green Zone have offered assistance to those who need help with creating defensible space. The EDCFSC soon will have funds for the senior assistance program.
     
  • Hydrant Checks - Bari McDaniel
    The hydrant project has begun on Quartz Drive - note the bright red paint on the hydrants. The area is cleared of vegetation, hydrants are painted, flow checks are done and notation is made of missing parts. EID (El Dorado Irrigation District) will replace the missing valves. Hydrants have been discovered that are not shown on any maps.
     
  • Evacuation Plan - Ken Hasse
    Ken has the disk of the Logtown Community Wildfire Protection Plan (CWPP). Hard copies will be printed for distribution to the signers and the CWPP will be put on the EDFSC website. The plan contains a section “Evacuation and Preparedness Plan” which will be attached to the notes of this meeting. It is five pages of information which includes what items should be in each person’s “Grab and Go Bag” such as medications. In case of evacuation turn off the valve on your propane tank. OES (Office of Emergency Services) is the only entity that will order evacuations.
     
    Vicki Yorty stated that she has Public Education Funds which could be used to mail a copy of the plan to each resident in the Logtown Fire Safe Council district. Radio station 1530 airs current emergency information. CHP website, (http://www.chp.ca.gov/) contains information on road conditions related to nearby fires.
     
  • Neighborhood Coordinator Update
     
    A new coordinator is needed for the Silver zone.
     
      Blue
      (Oak Ridge N, Sodalite)
      About 50 evaluation forms have been returned. There are a few gaps in the telephone tree list.
       
      Orange
      (Dolomite)
      The phone tree is almost complete.
       
      Green
      (Quartz, Stope)
      When phone tree is activated remind people to open their gates. The phone tree was used during the recent Neilsen Ranch fire. Many people were not home!
       
      Yellow
      (N Crystal)
      There are 72 homes in the zone. 42% of the forms have been returned. The phone tree contains numbers of 64% of the homes. It was suggested that a follow up call be made when the emergency has ended. The County has an automated Teleminder phone system that is not now working well. There are issues of privacy and cost.
       
      Silver
      (Monitor)
      The return of the evaluation forms has been very poor. Four or five people are needed for the phone tree.

     
  • It was suggested that the evaluation form be put on line.
     
  • Vicki reminded us of the importance of signing in at each meeting. Attendance is noted when applying for grant money.
