Ken Hasse called the meeting to order at 9:05 AM and reminded attendees
to sign the attendance sheet, paying particular attention to adding email addresses.
Announcements:
- Hot
Dog Social Event - The Board has been working on arranging a Hot Dog Social
Event for the Logtown community, which will be held here at the Fire Station on Sunday, October 28,
from 1 to 4 PM. We will supply hot dogs, chips and soft drinks. People may bring side dishes if
they wish. Returned tickets will be eligible for a door prize at the social.
Fliers will be emailed (attached) if on list; otherwise, fliers will need to be delivered.
Will need some help. Board and Neighborhood Coordinators need to meet to discuss details.
- Hydrants – The hydrant crew is continuing to check hydrants. Cap is
painted to indicate that hydrant has been checked. Part of Crystal Blvd, Sodalite and Maric have
been checked with exception of one hydrant on Maric that is on private property. Checking has
been started on Monitor. The project is about half done.
There have been some issues with repair of older hydrants. EID has been contacted but
repair/replacement is not in the budget this year; possibly change in status in December
- EDCFSC Update - Last week the EDC Fire Safe Council held its annual
planning meeting for the upcoming year. The agenda was not completed and will be continued at
the September meeting. “Wish lists” for the budget will be submitted.
In the Logtown Area, our main funding issues are:
- Clearance of main evacuation route of Mica. If there were a fire right now, it would
be difficult, possibly unsafe, to evacuate area. Per the CWPP prepared by Gene Murphy, 100
ft. reduced fuel is required. This needs to be a priority. Funding is needed for private land.
- Implementation of shaded fuel breaks is needed at the end of Crystal as well as on the
ridge near Little Canyon along BLM property. Shaded fuel breaks generally leave the overstory
of larger trees and there is clearance at ground level. This preserves habitat but provides a
corridor to stop fires.
General Discussions:
- Weed Abatement – On the issue of policy and ordinances regarding
action by the Golden West Community Service District (GWCSD), California Code allows special
districts to request clean up and charge the landowner if they do not comply. The Fire District
can also enforce weed abatement. The Health and Safety Code specifically defines fire hazards
for this purpose.
It takes funding to get a weed abatement program started. A County weed abatement program
would require specific structure and seed money. Organizations such as the Sierra Nevada
Conservancy may have grant money available.
There has been some action taken on easements of unimproved lots along Crystal Blvd as a
result of the letter sent by GWSD.
Diamond Springs Fire District has also been working with landowners to provide clearance
along property lines.
- EDCFSC Programs – The Chipper and Green Waste Dumpster Programs are
about out of money for the year. Vickie Yorty is trying to get it funded again for next year.
The EDCFSC Senior Disabled Assistance Program has grant money and is ready to go but has no
coordinator. This will possibly be resolved later this fall.
- Neighborhood Coordinator Update

A spreadsheet has been made from information on forms;
consistency needed. It was suggested and discussed that if information is in a
spreadsheet somewhere, it can be reorganized later. Possibly the local fire district
can later upgrade with GPS coordinates and GIS mapping from the hydrant project.

Frank Lombard was introduced. He will help near where he lives
in the Silver area.
Ken Hasse suggested that if about 6 people can be identified, they might know
others and the phone tree could get started. Ken said that he would work with the
Silver group to establish the phone tree. A Neighborhood coordinator is still
needed for this group. |

- Social Event
- Distribution of Fliers - Emails v. hard copies was discussed. It
was agreed that everyone should be given a hardcopy of the flier and that emails be sent
to everyone with email addresses. The timing of distributing hardcopies of the announcement
should be about 3 weeks ahead of the event.
A meeting will be scheduled to plan flier distribution and other aspects of the event
Printing of fliers was discussed including expense. About 500 copies are needed. Jean
Smith volunteered to print the fliers at her business. Her employer allows printing for
non-profit organizations without charge.
- Purpose of Event – The primary function of the event is to inform
more people about what the Logtown Fire Safe Council has accomplished. We need to reach more
people to let them know how they can benefit and what their responsibilities are. It is also
a great opportunity to meet neighbors.
Maps of the areas will be available as well as other material. We will try to arrange
speakers to make presentations.
- Misc. – Tee-shirts and hats are ‘on order’.
- Logtown Community Wildfire Protection Plan (CWPP) - The CWPP has been
signed off and is ready to go to press. Ken Hasse has further reviewed it for any discrepancies,
located electronic maps, etc. and has prepared it to go on a CD.
The CWPP will be available on CD’s and will be posted on Logtown’s pages of the EDC Fire
Safe Council web site. The plan will be in sections on the CD so that loading can be better
managed. Six to seven hardcopies will be printed. The Evacuation Plan has already been sent
in to be put on the web site.
The plan will be reviewed again in 2 years.
- Property Adjacent to BLM - Little Canyon is next to BLM property. A
resident of this area suggested that it would be helpful to have a firebreak along that area. Ken
Hasse commented that the design within the CWPP was to have a continuous fuel break extending from
Rattler
Ridge/Buzztail to the Sandridge/Nashville fuel break (per their Plan). The fuel break would
run for several miles.
A major issue of the Maric and Little Canyon area is access and turn-around space for fire trucks
should there be a fire. Ken will contact Erik Peterson and Suzanne Todd to arrange for them to tour
of the area. A meeting should be arranged to meet with people from the area to talk about what is
needed. In the meantime, a phone tree could be started.
Adjourn: The meeting was adjourned at 9:55 AM. The next
meeting will be October 13, 2007.
